With reference to my despatch 2nd November No.398 surplus funds at end of 1916 exceed 1,600,000
dollars, in view of this surplus,issue of fresh loan to make good the promise of 5,000,000 is unnecessary
and unofficial members of executive council unoffi-
cial members of legislative council unanimous in
desire to contribute 2,000,000 from Colony's
revenues for Imperial war purposes 1,500,000 dollars
at once and 500,000 dollars later in the year. If
you concur will you please ask Crown Agents to pay
to the appropriate authority £160,000 using avail-
able sums on their hands and drawing upon this
Government for balance.
